Elmer Bailey was born near Hazard, Kentucky and grew up in the mountains along Camp Creek.  He moved to Arkansas when he was fifteen and lived with his older brother, Shomer, on Brushy Creek, where Shomer's first wife is buried.  

Elmer was the Son of Leigh and Lottie Bailey who are buried in a private family plot on the mountainside overlooking the homestead.  His Brothers were Shomer, Otis, Jim, 

His Sisters were: Cora, Ora, Nora, Dora
